Nepal’s postal network makes leap from mail to public services

KATHMANDU: Nepal is turning its nationwide postal network into a government courier. It is using the system to move millions of driving licences and passports. The service is also expanding into health, education and land administration.
The Department of Postal Services says it has transported 10.39 million driving licences and 247,043 passports through the network. Of these, 1,099 licences and 8,669 passports have been delivered directly to recipients’ homes. Home delivery now covers 76 of Nepal’s 77 districts. Preparations are underway in remote Humla.
The figures show the scale of the network. They also highlight the early stage of its transformation. Most documents are still moved between government offices. Only a small share reaches citizens at home.

“We are modernising the postal service to deliver government services to citizens’ doorsteps and developing it as a government courier service,” says Manmaya Bhattarai Pangeni, director general at the Department of Postal Services.

The postal network is taking on an increasingly important role in public services. It has transported 1,480 laboratory samples from 17 hospitals, the department said. It has also delivered 44,184 items for the health, education and information centres. In addition, it has sent 130 sacks of medical supplies to health insurance offices in more than 28 districts.
Nepal Telecom uses the service to transport materials other than SIM cards. An agreement with the Department of Land Management and Archives covers the delivery of land ownership certificates and other official documents.
Nepal Open University has begun using the network to send academic certificates to students. Talks are under way with Tribhuvan University for a similar arrangement. Karnali province has launched home delivery of driving licences through an agreement with the postal service. Officials are discussing a similar service in Sudurpaschim.
The expansion faces basic logistical constraints, though. Nepal needs a more systematic addressing system, Pangeni explained. Citizens should be able to update their addresses when they move. The postal service also lacks sufficient vehicles and information technology equipment, she said.

The government has begun upgrading the network, introducing a seven-digit postal code system and revised postal routes. It has also strengthened internal tracking. Updated postal code information has been submitted to the Universal Postal Union.
The government has selected 50 post offices to become technology-based &#8216;smart postal&#8217; facilities.
International operations are also being upgraded. Faster screening of postal consignments has been introduced at Tribhuvan International Airport. The department has agreements with several airlines to facilitate air transport of mail. It is also discussing cooperation with Qatar’s national carrier to expand international destinations.
Officials are studying a direct link between the postal tracking system and the Department of Passports. The move could improve monitoring of deliveries.
The department has completed the first phase of updating letter and parcel data under the Universal Postal Union’s 2025 guidelines. The government wants to move the postal service beyond its traditional role. It aims to make the network part of the country’s public-service infrastructure.
The scale of home delivery remains modest. That highlights the challenge of turning an established postal network into a reliable nationwide last-mile service.

KATHMANDU: At a time when most messages are sent through phones and disappear with a tap, a group of students in Kathmandu has discovered that small pieces of paper can still carry big stories. Their introduction to the world of stamps marks the return of the Nepal Philatelic Society&#8217;s School Philately Awareness and Familiarisation Programme.
After several years of inactivity due to pandemic-related disruptions and shifting priorities, the programme resumed on Wednesday with its first session at Elite Grand School in Chhuchhepati. More than 150 students from Grades 7 to 10 were introduced to the world of philately.

For many students, stamps were a thing of the past. But during the programme, they learned that stamps are more than just items used for sending letters. The programme was coordinated by Society executive member Dr Rabindra Man Shrestha, with support from the majority of the Society’s executive members. The Society members also encouraged young people to learn through observation, research and curiosity.
“Stamps are small pieces of history that tell stories of a country&#8217;s culture, people and progress,” said Society President Chandra Rabi Shrestha.
Society member Sauryendraman Shrestha explained during his presentation how stamps reflect Nepal’s history, culture and natural heritage. The school’s conference room became a small exhibition space as students looked closely at stamp designs and listened to the stories behind them.
Principal Sukumar Thapaliya facilitates the educational exchange, reflecting the school&#8217;s commitment to experiential learning.
Elite Grand School Principal Sukumar Thapaliya said activities like this help students learn beyond textbooks.
“We believe practical and experiential learning leaves a deeper impact than classroom instruction alone. These kinds of extracurricular activities allow students to learn through experiences that develop curiosity, critical thinking, and lifelong interests,&#8221; he said.
At the end of the session, Society members distributed stamp packets to participating students. Many students immediately began comparing the designs and asking questions about the people, places and symbols shown on the stamps.
Students receive curated stamps at the end of a highly engaging philately awareness programme.
Grade 7 student Kumud Singh was among those who became interested in collecting stamps.
“Before today, I thought stamps were just something people used before mobile phones. Now I see they are like tiny history books. Every stamp has a different story, and that made me want to collect them,” Singh said. She also asked Society members where she could find a stamp catalogue and learn more about starting a collection.
The excitement is real as students receive their unique stamps, turning an ordinary classroom session into an incredible journey around the globe.
For the Society, sparking such curiosity is the primary goal of the school outreach programme. Its members hope that introducing students to philately will help preserve a hobby that bridges history, art and education. Encouraged by the response, the Society plans to expand the initiative to more schools in the future.
Whether these students become lifelong philatelists remains to be seen. But for one afternoon in Kathmandu, stamps that had spent years inside albums found new readers—and new stories to tell.

Reading between the folds: Nepal’s collectors rediscover aerogrammes

KATHMANDU: It was a rainy Sunday afternoon in Kathmandu, but the steady showers did little to keep away more than 20 stamp collectors eager to explore a specialised corner of philately.
They had gathered for a long-awaited training programme by the Nepal Philatelic Society focused on aerogrammes, a lesser-explored but rewarding area of postal history. The two-hour session was conducted by senior philatelist Binod Krishna Shrestha, whose collections have won multiple medals at major international philatelic exhibitions.
Drawing on years of research and exhibiting experience, Shrestha guided collectors and postal history enthusiasts through the evolution, significance and preservation of Nepal’s aerogrammes.
Tracing the history of aerogrammes in Nepal, Shrestha explained how the lightweight postal stationery developed alongside the country’s communication system and became an important record of social, cultural and postal history.
Participants learned about Nepal’s aerogramme issues, printing varieties, postal usage, rates, cancellations, and ways to identify genuine, commercially used examples. The session also highlighted the importance of preserving postal stationery as documentary evidence of changing communication patterns.
Shrestha meticulously breaks down complex postal rate structures for a captive group of listeners.

“Aerogrammes are much more than folded sheets of paper. They tell stories of people, postal systems and historical periods. Every genuinely used item carries evidence that enriches our understanding of Nepal’s postal heritage,” Shrestha told participants.

Nepal introduced aerogrammes in 1959 to mark the country’s admission to the Universal Postal Union (UPU). Initially designed for domestic use, they soon became a preferred means of overseas correspondence because they were lightweight, affordable and practical. Nepal issued its final official aerogramme in 1994.
Today, these postal artefacts provide valuable insights into migration, trade, personal communication and the social changes that shaped different periods of Nepal’s history.
Beyond collecting, the session explored the art of building competitive philatelic exhibits. Shrestha shared guidance on research, organisation, presentation and storytelling—key elements in preparing collections for exhibitions recognised by the Fédération Internationale de Philatélie (FIP).
He also cautioned collectors against chasing quantity over knowledge.
“Don’t try to acquire everything at once. Start modestly, study the material you have, and let your collection grow with your knowledge. A carefully researched collection built over time is far more rewarding than a large accumulation assembled in haste,” he said.
Shrestha’s latest international recognition came at the Macao 2026 Specialized World Stamp Exhibition. He won a Vermeil medal for his exhibit “Nepal Postal Stationery: The Design Evolution of Nepal’s Aerogrammes (1959–1994).”
According to Shrestha, the strength of a collection lies not in the number of items gathered but in the depth of understanding behind each piece. He encouraged collectors to study postal routes, rates and historical contexts, noting that research often adds more value than rarity alone.
The interactive session saw collectors exchange observations, discuss rare items and seek advice on authentication, conservation and sourcing postal stationery.

For collector Dipesh Pokharel, the programme was worth rearranging his travel plans. “I actually advanced my visit to Kathmandu by a couple of days so I wouldn’t miss this training,” he said. “Programmes like this teach us not only what to collect but also how to research, organise and present collections to international standards.”
Another beginner collector, Rajesh Shrestha, said the session challenged the idea that specialised philately was only for those with rare or expensive collections. Such initiatives are crucial in helping collectors move beyond simply accumulating stamps to developing well-researched exhibits, he added. “I realised that you do not need a huge collection to begin. What matters is learning how to study and present what you have.”
The discussions reflected growing interest in specialised philately beyond traditional stamp collecting and highlighted the importance of passing knowledge between generations.

Senior collectors and Nepal Philatelic Society advisers Sagar Man Shrestha and Rameshwar Man Karmacharya said the hobby had changed significantly since they began collecting.
“Like every other aspect of life, philately has evolved,” said Sagar Man Shrestha, who is also a former president of the Society. “Our generation collected in a different environment. Today, information is much more accessible, and we should encourage collectors to make use of it.”
Karmacharya stressed the need for experienced collectors to mentor newcomers. “If we want to expand what many now call a dying art, we cannot hold knowledge back,” he said. “Collectors have to share information, guide newcomers and build the community together.”
That spirit of knowledge-sharing resonated with newer collectors like Santu Giri.
“The biggest lesson for beginners is that knowledge grows when it is shared,” Giri said. “When experienced collectors open up, newcomers feel encouraged to continue and explore further.”

The message also aligned with the Society’s vision. Society&#8217;s President Chandra Rabi Shrestha said the training was part of ongoing efforts to promote specialised philately and strengthen research into Nepal’s postal heritage. He added that similar educational programmes covering other branches of collecting would follow.
As collectors packed away their notes and postal treasures at the end of the afternoon, the programme left behind a message that went beyond aerogrammes. In a hobby dedicated to preserving fragments of history, the future of philately depends not only on what collectors save but also on what they share.
